First decide what has changed
Before paying another fee, compare the refusal with the application you actually submitted. Make a list of corrections, clarifications and new circumstances. If nothing addresses the stated concern, ask your expert what a new application would achieve.
A fresh cover letter alone cannot turn an inconsistent itinerary or unsupported funding claim into reliable evidence.
Do not invent a universal waiting period
Germany’s official guidance says a new application remains possible after refusal. That should not be turned into a claim that every applicant must wait a fixed number of months, or that immediate reapplication guarantees a different result.
If you are also considering a challenge, check its deadline separately. Starting another application is not a safe reason to ignore appeal instructions.
Build a clear comparison

Use only rows relevant to your decision. Do not assume these examples explain every refusal.
Be honest about the earlier decision
Answer the new form’s questions accurately and provide previous-decision information where requested. Do not hide a refusal by changing spelling, using a new passport or choosing another application centre.
Apply to the destination responsible for the real trip. Moving an unchanged itinerary to a supposedly easier country can create another inconsistency.
Recheck documents that can become outdated
A new journey may need different leave dates, insurance, reservations, statements and invitations. Check the current destination checklist rather than recycling the old pack unchanged.
Keep the earlier submission separately so your reviewer can distinguish original evidence from updates.
Set expectations before paying
Ask the person assisting you to explain the unresolved risk, their actual service and any additional fees. Nobody outside the deciding authority can guarantee approval. If the refusal raises alleged fraud or another serious issue, obtain qualified advice rather than treating it as a routine document-refresh exercise.
